Effective 1 June 2026, China's General Administration of Customs (GACC) Order No. 280 has officially replaced the previous Order 248 registration system.

The new framework introduces a risk-based classification system for overseas food manufacturers exporting to China, mandating enhanced traceability, stricter sanitary requirements, and expanded regulatory oversight — including cold storage facilities handling animal-derived foods.

Seventeen categories of high-risk imported foods, including meat, dairy, honey, and seafood, now require official government recommendation for registration.

Registration is valid for 5 years, with most categories eligible for automatic renewal.

The decree affects over 96,000 registered food enterprises from 178 countries and regions.
