Summary

China’s General Administration of Customs (GACC) Order 280 takes effect on June 1,2026. It replaces the previous Order 248 and introduces a risk-based registration system for overseas food producers.

The new rules cover production, processing, and storage facilities. They require registration through two pathways: official recommendation for high-risk foods and self-application for lower-risk categories.

Existing valid registrations under Order 248 remain valid and do not require reapplication. However, renewal procedures have changed significantly.

Comment

For New Zealand exporters, this regulatory update brings both certainty and new compliance requirements. The automatic carryover of existing registrations is good news. It means most NZ food producers can continue shipping without interruption.

However, the new five-year renewal cycle and the expanded scope to include cold storage facilities require attention. NZ exporters dealing with meat, dairy, and seafood must verify that their supply chain partners, including cold storage operators, are properly registered.

The mandatory customs declaration fields introduced under Order 280 mean importers must now provide the overseas manufacturer’s China registration number on every shipment. This adds a documentation step but also creates a more transparent supply chain.
