Effective April 1, 2026, New Zealand Customs and the Ministry for Primary Industries have implemented a new Low Value Goods Fee of NZ$2.21 per consignment on all imported goods with a declared value of up to NZ$1,000. The fee, mandated by law and enforced by New Zealand Customs, is designed to recover administrative and regulatory costs associated with processing approximately 24 million low-value parcels annually, estimated at NZ$70 million per year. The policy directly impacts Chinese cross-border e-commerce platforms such as Temu and Shein, which have driven a more than threefold increase in low-value goods imports over the past six years.

The fee applies regardless of the country of origin and is collected at the point of import clearance.
