New Zealand’s Ministry for Primary Industries (MPI) has taken a landmark step by issuing its first combined health certificate and free sale certificate for cross-border e-commerce food exports to China. The move addresses China’s tightened clearance requirements for NZ-origin health foods and functional nutrition products, which now mandate both official documents under a dual-certificate regime. Previously, NZ products containing animal-derived ingredients such as fish oil, krill oil, collagen, bee products, deer products, and dairy extracts were constrained by the RMP (Risk Management Programme), which only permitted health certificates, leaving free sale certificates effectively unavailable.

This gap caused significant volumes of compliant NZ products to be blocked at Chinese customs, facing refund, delisting, or return. MPI also issued the first free sale certificate for a high-content animal-derived product, though detailed application procedures have not yet been fully published.

The previous inability to obtain free sale certificates for animal-derived products had created a major trade bottleneck, affecting high-value NZ exports such as fish oil, deer velvet, and dairy-based health products. While the detailed application procedures are still forthcoming, the precedent is set and NZ exporters should begin preparing their documentation.

This development also illustrates how Chinese regulatory requirements are driving systemic changes in partner countries’ export certification frameworks. NZ health product exporters using cross-border e-commerce channels should engage with MPI to understand the new dual-certificate process and ensure their products meet both NZ and Chinese regulatory requirements.
