Senior officials and ministers from RCEP member countries gathered in Wellington, New Zealand, for a high-level meeting focused on deepening regional economic integration. A key agenda item was the advancement of service trade liberalisation, with New Zealand and China actively negotiating the expansion of their Free Trade Agreement’s negative list approach to cover additional service sectors. The discussions covered financial services, telecommunications, professional services, education, and tourism.

New Zealand’s Trade Minister emphasised the strategic importance of the NZ-China economic relationship and the potential for further reducing barriers to services trade under both the RCEP framework and the bilateral FTA upgrade. The Wellington RCEP meeting signals continued momentum in regional trade architecture, and the NZ-China FTA service trade negative list negotiations are particularly significant. Moving to a negative list approach for services would mean that all service sectors are open by default unless specifically excluded, which is far more liberalising than the current positive list approach. For NZ service exporters in education, tourism, professional services, and tech, this could meaningfully reduce market access barriers.

The intersection of RCEP and bilateral FTA upgrades creates a dual-track opportunity for NZ businesses. NZ service providers should monitor these negotiations closely and prepare to engage with the expanded market access opportunities when they materialise.
